Why language was the gap, not breadth

A strategy team of four tracked markets, competitors, regulation, and tenders by hand. Findings arrived after the decisions they should have informed, a polite way of saying they arrived useless.

Chinese-language sources were effectively invisible to them, and that was the expensive part.

AI was selected for breadth and for language. The volume of relevant sources exceeded what four people could read, and translation combined with summarization at scale is now practical in a way it was not three years ago.

Defining a signal before collecting any

Monitoring projects fail by collecting first.

Sessions with strategy, product management, and regional sales to define the watch list: named competitors, technology areas, regulatory bodies, standards processes, tender portals.

Signal criteria were agreed, along with source tiers and one hard rule. Anything entering a decision paper must trace to a named primary source with a date. Aggregators are for detection. They are never for citation, and that rule has been tested twice.

The data job covered source inventory and access rights, deduplication of syndicated news, entity resolution across Latin and Chinese company names including subsidiaries and joint ventures, and a historical backfill to establish a baseline.

Social listening ran for six weeks. Of the items it surfaced, only a handful met the agreed signal criteria, and none of those had been missed by the other sources. It was dropped rather than tuned, because the cost was attention and attention was the scarce thing.

That check is not decorative. Two summaries were wrong in the first month, both on technical terms where the Chinese carries a distinction English collapses.
